Entry requirements to MaltaMalta on green list

Malta entry requirements & Malta COVID restrictions

The information provided below highlights the regulations that are in place as on 11th April 2022.

Travel to Malta is only permitted to persons who have resided in countries included in Legal Notice 113/2022 in the 14-day period prior to arriving in Malta (for the full list of countries refer to https://legislation.mt/eli/ln/2022/114/eng).  Persons travelling to Malta must not transit through airports in Dark-Red Countries.  Furthermore, one must present one of the following:

  • a valid Covid-19 Vaccination Certificate, or
  • a valid Covid-19 Recovery Certificate, or
  • a negative nasopharyngeal Polymerase Chain Reaction (PCR) COVID-19 Test (with QR-code) performed by an accredited lab, not more than seventy-two (72) hours prior to arrival in Malta (test result issued in English), or
  • a negative COVID-19 Rapid Antigen Test (with QR-code) performed by health professionals or by skilled testing personnel, not more than twenty-four (24) hours prior to arrival in Malta (test result issued in English)

IMPORTANT:  The Covid-19 Certificate is only valid if …

  1. It is recognised by the Maltese Health Authority. List available here: https://t.ly/UJo6.
  2. It is issued with regards to a vaccine which is approved by the European Medicines Agency (EMA) as listed here https://t.ly/CJby (mixed use is accepted).
  3. It covers the full course of vaccination (primary schedule), i.e. two vaccine doses (one dose in the case of Jannsen).
  4. It shows primary full schedule (two doses) of WHO approved vaccines which are not yet recognised by the EMA, followed with a booster dose of an EMA approved vaccine. Details of WHO approved vaccines are available here: https://t.ly/LFml.
  5. It shows recovery from COVID-19, which is not older than one hundred and eighty (180) days after the date of the first positive Polymerase Chain Reaction (PCR) COVID-19 test result.
  6. It shows recovery from COVID-19 plus one dose of an EMA approved vaccine received within 180 days from Covid recovery. In the case of recognised Covid Vaccination Certificates showing only 1 dose and which are clearly marked as 1/1 (rather than 1/2 implying an incomplete vaccination), then these certificates are still valid for entry upon presentation of a proof of Covid recovery (example, a positive-covid test result).  It is important that the vaccine dose has been administered within 180 days of recovery.

The following certificates are NOT VALID for travel to Malta:

  • Vaccine certificates for only 1 dose of a vaccine requiring 2 doses
  • Vaccine certificates with less than 14 days from the final dose
  • Expired Vaccination certificates (expire after 270 days)
  • Expired Recovery Certificates (expire after 180 days)
  • Negative Rapid Antigen Test results which are not in the EU digital COVID certificate format
  • Saliva/throat test and Self-test

The above applies to persons from 6 years of age.  Children below the age of 6 years are exempt.

All passengers must also complete the Digital Passenger Locator Form (dPLF), available here: https://app.euplf.eu/. Parents and legal guardians must complete the dPLF for their children.  The submitted dPLF with QR-code is to be presented prior boarding and upon arrival in Malta as a print-out or in digital format. False declarations will be considered a criminal offence.

If a passenger does not have the required documentation upon arrival in Malta, a mandatory quarantine of up to 14 days in an accommodation provided by the Health Authorities against a fee of €100 per night (includes breakfast only), will come into force.  Cost of covid-testing will also be incurred. Quarantined individuals will be allowed to leave Malta before the quarantine period has elapsed by showing a return ticket, if one does not develop any symptoms or tests positive for Covid-19.  For clarifications regarding quarantine, one is to contact the Health Authorities via email quarantine.covid19@gov.mt

Travel to Malta from a 'Dark Red' territory is only possible for essential purposes AND if the traveller is granted prior authorisation from the Maltese Public Health Authorities. Authorisation requests for exceptional travel to Malta from 'Dark Red' zones must be submitted through this online form: https://travelauthorisation.gov.mt/ . Exceptional approval MAY be granted to:

  • returning Maltese citizens or persons with a valid Maltese residency permit (not for vacation)
  • persons who need to come to Malta for reasons which are considered essential (such as work, death/near-death, adoption, reunification of spouses/ partners/ minors with parents).
